The following is considered proof of health insurance for foreign citizens with whose countries the Republic of Serbia has not concluded an international agreement on social insurance:
Important note: it is prescribed that proof of means of subsistence and proof of health insurance during the planned stay in the Republic of Serbia shall not be submitted by a foreign citizen who is a member of the immediate family of a citizen of the Republic of Serbia and by a foreign citizen who submits an request on the basis of employment.
In the process of issuing visa D, if the application for approval of visa D is not submitted personally by the foreigner, but on behalf of the foreigner, the application is to be submitted by the employer and it is necessary to provide a written authorization or power of attorney for the employer, i.e. a person authorized thereby, so that on the single portal for foreigners, they would file an application on behalf of a foreigner and undertake all other necessary actions in the procedure (receiving confirmation of the submitted application, receiving notification, supplementing the application, receiving a decision, etc.).
Therefore, before applying, the foreigner must decide whether they will register their personal account on the portal and apply on their own or they will authorize their employer, who will apply on behalf of the foreigner through their respective registered account on the grounds of being the foreigner’s employer.
The authorization contains basic employer details: business name, head office address, tax ID number, registration number, name and surname of the employer’s responsible person (can be written on the employer's letterhead paper) including details about individuals authorized by the employer to submit application; the authorization also contains a description of the given authority: to submit application, take necessary actions in the procedure, receive notifications, information, decisions etc. The authorization contains details of the person giving the authorization - foreigner: citizenship, name and surname, date of birth, identity document number, etc.
The authorization contains the date of issue, name and surname of the employer's responsible person, name and surname of the foreigner, and is hand-signed by the employer (accepting the given authorization) and the foreigner (giving the authorization).
The authorization does not need to be certified. An employer who submits application on behalf of a foreigner attaches the signed authorization as a mandatory document when applying (scanned copy or photo).
It is very important to record precise and accurate data on the foreigner's residential address and where the foreigner lives in the Republic of Serbia during residence on the basis of the D visa.

The reporting should be carried out within 24 hours from the day of the foreigner's arrival. For more information, click here.
In order for a foreigner to have a registered residential address in the Republic of Serbia, the owner of the apartment, house or other residential space or a member of their household registered at the same address where the foreigner will reside needs to consent in writing to registering the foreigner's address there.
This statement is informal and must contain information about the person giving the statement: name and surname, ID card number, ownership of real estate or other grounds to dispose of subject real estate, their consent to registering at the address: city, street, number, apartment number, etc., the residential address of citizen: citizenship, name and surname, foreigner passport or ID card number. Date of statement, name and surname of the landlord and their signature.
Landlord statement does not need to be certified.
If the foreigner has a concluded Apartment Lease Contract specifying that the residential address will be registered at the address of the leased real estate, a scanned copy of the Lease Contract can also be attached.
If, during the stay in the Republic of Serbia, the foreigner intends to reside in a hotel, hostel or other accommodation facility, a Lease Contract or other document issued by the accommodation facility as proof of foreigner’s stay in the facility, specifying the housing unit number, is to be attached.
